DEFINITIONS:
Rules of Engagement (ROE): The kingdom law which governs fair play within Kingdom-123
Inter Kingdom Fair play Agreement (IKFPA): Agreement among participating kingdoms for fair play.
Clan Territory: The border which surrounds a clan.
Clan Buildings: Clan forts, capital, Resource Production buildings.
RSS Tiles: Can be game spawned or player created; players send a captain and troops to collect the respective resources in the tile.
Clan RSS: RSS tile within a Clan Territory.
Wild RSS: RSS tile outside of Clan Territories.
Wild: Area outside of clan territories.
Dragon Mounds (DM): Game spawned RSS tile which contains Gold to be collected by a player.
Gold Mines: Player Generated to mine for gold. They are always protected and require permission from the owner to be mined.
Might: A nominal metric used to evaluate a player's strength.
Diplomacy: Conversation to resolve conflict.
Compensation: Payment to resolve loss or inconvenience.
Peace Time: The time between each Clash for the Throne (COT).
Clash for the Throne (COT): 48 hour tournament when players gain points via attacks on other players.
Conquest Points (CP): Points obtained through attacks on other players.
CP Exchange: An agreed attack for the sole purpose of gaining Conquest Points. This can be arranged player vs. player or via clan march on one player with significant Might.
Spam Attacks: More than 3 consecutive attacks from a single player within a 6 hour timeframe.
Clan March: A joint attack on a target using a single march.

ALL-TIME LAW [ROE]

This RoE sets the rules for all clans and players in k123 that choose to follow it and be subjected to it. Its objective is to protect the players and promote the prosperity of Kingdom-123

1. KINGDOM
1.1) K123 is not part of the Inter Kingdom Agreement (IKA), but attacking clan buildings and/or memorial portals, inside or outside K123, will result immediately in outlaw status, unless approved by the King in advance or attacking outlaw clans.
1.2) Be respectful and kind to everyone. Any discussion on any topic must be done with respect, no swearing at each other.
1.3) Any expression of hate, familial insults, harassment, racism and other toxic communications directed at or toward other player(s) is not acceptable and must be reported to game support and may even be punished by the kingdom court.
2. CLANS
Clans which support the RoE should:
2.1) State this in the first line of their clan description.
2.2) Appoint a diplomat to deal with ROE violations and name the individual/s in their clan description.
3. RSS
3.1) Dragon mounds and Wellspring ruins.
3.1.1) To collect a DM or 10k WR, a player must register it on the proper chat, by using either WR/DM and the last three y coordinates, and occupy it within 10 minutes. NB. It is not required to register 3k ruins, these are permitted to be mined on a 'first come first served' basis.
3.1.2) Collection from DM or 10k WR sites is limited to one of each type per player per 24hrs. The time stamp from the individual's last registration in the chat will be used as the basis of the 24 hr period.
3.1.3) A player may 'gift' their DM or WR to another player as long as the new player registers it and neither breaks the 24hr time period.
3.1.4) If a player illegally occupies a DM/WR, or fails to occupy it within 10 minutes, the DM/WR is free to be registered and occupied by another player. If help is needed to remove a player from an illegally occupied DM/WR, ask for it on the Kingdom Chat.
3.1.5) Violations will be punished by a 7 days ban from registering, or outlaw status for repeated offenders.
3.2) Common resource tiles
3.2.1) All resource tiles (quarries, villages, dragon mounds etc) on a clan's territory belong to that clan and need not be registered.
3.2.2) Any player-built resource tiles belong to the player who built them and may only be occupied by others with prior consent.
3.2.3) Any other resource may be harvested by any player, on a first-come-first-served basis.
4. PEACE TIME
K123 is always considered at peace except during the Clash of Thrones (COT) Tournament.
4.1) Players and clans shall not attack or scout each other during peace time unless under the following circumstances:
4.1.1) Mutually agreed upon by both sides
4.1.2) Removal of an intruder of a resource site
4.1.3) Attacking outlawed players and/or clans
4.1.4) Attacking players who are without a clan
4.1.5) Closing a hostile portal, provided by a battle report proving the hostility
4.2) In the event that attack occurs from within the kingdom the attacked player has the choice of going to court or carrying out a retaliatory attack. (In the latter case no 50% rule applies).
4.3) The attacked player may also designate a champion in their clan who inherits the right to retaliation. A message to this effect will constitute proof of the transfer. If the retaliation is carried out, it extinguishes any action before the court.
5. WAR TIME
K123 is only considered at war during the Clash of Thrones (COT) Tournament. There are no other exceptions even when a system quest prompts to attack another player.
During the attack phase of CoT you must NOT attack the following:
5.1) Any player under 50% of your might, unless by prior arrangement or as a singular act of retaliation for a proven attack with BR.
5.2) Any K123 player using the Ayrin hero.
NB:Players using the hero Ayrin are also prevented from attacking in kingdom 123 by this rule other than for tax collection purposes, closing of hostile portals or clearing of illegally occupied RSS tiles
5.3) Any clan building
5.4) Any occupied RSS tile
5.5) Any portal within clan territory or any tournament event portal unless proof of an attack originating from it can be supplied by way of valid BR.
5.6) It should be noted that during the voting stage of CoT the use of the hero Faron is strongly discouraged other than to protect the realm in the instance of attempted invasion of the senate from overseas
6. TITLES
Titles may be requested on the proper chat by clan leaders and superiors, and the king will try to grant them as fairly as possible. Negative titles may also be distributed as part of court sentencing.
7. TAXES & ROYAL GIFTS
7.1) Every player in K123 must pay taxes to the Royal Treasury, unless by prior acknowledgement to the palace of participation in King's Mercy.
7.2) When not protected by a "Shield of Peace", a player is allowed to hold up to 3 days of the city capital gold ingot production. In case of violation of this rule, any member of the Royal Guard may warn the player by a private message. If the player has not put on a shield or deposited the ingots in the Royal Treasury within 10 minutes of being notified, they may be attacked by any member of the Royal Guard.
7.3) Any city holding more ingots than the 3 day production limit that is being attacked by another kingdom may be attacked by the Royal Guard without warning.
7.4) Any attempts from the offender's clan to prevent authorised persons from collecting taxes will be considered as tax evasion and will be punished.
7.5) Royal Gifts may be given by the King at his personal discretion.
8. CONFLICTS
8.1) In case of a conflict, a player must try to come to an agreement with the other party, for at least 24h. After that, clan leaders/superiors must try to reach a solution for another 24h. After that, the case may be taken to the court at the proper chat, by the clan leader/superior.
8.2) Once the case goes to the court, the judge has the authority to determine the compensation (if any) and to grant outlaw status if the player refuses the decision.
8.3) A clan may pay the compensation on behalf of the player to avoid the player becoming an outlaw. Alternatively, the clan may kick the outlaw player out within 24h of the notification by the judge to avoid the clan being declared outlaw too.
8.4) Outlaw status can only be removed by order of the King, or Judges, or by a majority of K123 Council decision.
